The real situation in the Indonesian agriculture, product of farm industry still not meet the domestic demand. There are many obstacles that affect one of them. In
the other hand, livestock development paradigm is put forward the utilization of the local potential resources. This research was conducted in the District of West Tulang Bawang Lampung Province Commodities which will be analyzed are corn straw, ice straw, cassava shoots, bran, and onggok.

The aims of this study to evaluate of carrying capacity, carrying capacity index, utilization and formulation of development strategies. Based on the research, West Tulang Bawang can be concluded that the district was potential for availability and high carrying capacity. Waste production of food crops has 89494.87 tons BK, 11541.18 tonnes of PK, and 46031.04 tonnes TDN. Byproduct of production agriculture industry has 143,471.51 tons BK, 8328.2 tons of PK, and 78636.34 tonnes TDN. Based on the formulation of development strategies was found that the West Tulang Bawang in a position to Grow and Build. This position means that the strategies which can be done is the intensive strategy group, such as market penetration strategies, market development and product development.

Meanwhile, SWOT analysis and QSPM got a decent six strategies applied in West Tulang Bawang, which are 1). Improving the quality and storability of feed. 2). Integration of livestock by food crops; 3). Development of transportation equipment and waste storage of food crops in rural areas; 4). Commodities which used adapted to the mapping area; 5). Perform social engineering to optimize the quality of the commodity; 6). Utilization focused to supply the requirement from each area spatialy
